What is it and what's it for?
A mockup is a visual model of an item — in our case, clothing. It helps show what your design will look like on the garment.
Vector mockups are used to create a technical drawing of a garment, which is needed by ANY clothing factory for production. The technical drawing shows every detail of the garment.
Fact: Without a technical drawing, factories will refuse to work with you or will make the item "their own way."
This tool makes working with factories dramatically easier.
Technical documentation:
After the mockup is created, you produce technical documentation that is later sent to the factory to bring the item to life. A tech pack template is included in the vector mockup set.
What's in the set?

How does it work in practice?
You work with it in Illustrator or a similar vector program. The mockups are sorted by type and are fully vector, so you can edit them however you like. Given how many ready-made mockups are included, you'll likely never need extra editing.
But if you do, editing is done with the direct selection tool, hotkey A.

Recolor the mockup, add texture, print, or extra details as needed, and the mockup is ready.
After that you can move on to the technical documentation — I have a separate video on filling it out.
